Well, the worst ending implies that, because Harry is dead, he is stuck in an eternal limbo/hell. Silent Hill is basically his hell.

Tell me please. Does the story in SH2 follow up the story in SH1 or is it a completely new and different story? Because I have Played SH2 many times and it never really explains why the town is all messed up or why there are monsters.

No, SH2 doesn't continue from SH1. SH2, SH4, and Homecoming are in their own little worlds, while SH1, SH3 and SH0 are directly connected. And SH2's plot implies more that the town itself is a manifestation of a person's nightmares/delusions. Like Harry said before, it's "a world of someone's nightmarish delusions come to life." In simpler terms, everyone is crazy. :P
